Clicking on the heading link does not redirect to the correct position.

      Issue Summary

      When opening the link to a heading in a new browser window, it jumps to the heading but the heading is not shown because the jump position is lower than expected.

      This is reproducible on Data Center: (yes) / (no)

      Steps to Reproduce

      1. Create a page with headings, sub-heading like(1.1, 1.2) and add some contents under them.
      2. Copy the heading links of 1.1, 2.1
      3. Paste it into the new tab.
      4. It doesn't show the heading, only the content is visible.

      Expected Results

      When the page is fully loaded, the heading, along with the content, should be displayed to the user.

      Actual Results

      When the page has fully loaded, the heading does not appear; the user can only view the content below this heading.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
