Issue Summary
Users lacking "Add" comment permission can still view the comment box when hovering over an image.
Steps to Reproduce
- Add an image to a Confluence page
- With the restricted account, hover over the image
- Click on the comment option
- Add comment and click save
- An error will be displayed
You can’t create comments in this space. A space admin can modify your permissions.

Screenshot 2: Users lacking comment "Add" permission are not allowed to add comments and get an error upon clicking Save.
Expected Results
Users lacking comment permissions should not have the option to add a comment when they hover over the image.
Actual Results
Users without permission to add comments are able to view the comment box for images.
Workaround
Currently, there is no known workaround for this behavior. A workaround will be added here when available
