Issue Summary

There needs to a better way to validate upgrade task before they hit production.
Come up with a way for upgrade tasks to target tenants in a particular region and verify that PTL jobs can be run in multiple regions with desired concurrency.

Note: PTL already has a way of targeting specific instances by providing CDSS queries as input, which may be helpful in implementation for upgrade tasks.
