Confluence fails to add link to newly created Jira Issue when page was just published

      Issue Summary

      When a new (or first) version of a Confluence page was just published, if we try to highlight some text and "Create Issue", the issue will be created in Jira but the page will not be refreshed to include a link/reference to that Jira Issue.

      That also results in the Jira Issue not having the "mentioned on" link to the Confluence page from which it was created.

      Steps to Reproduce

      1. Create a new Confluence page (or a new version of an existing page)
      2. Right after publishing the page, highlight some text and click "Create Issue"
      3. Select the project, and issue type, then click 'Create'.
      4. The page will do a quick refresh

      Expected Results

      A new Jira Issue is created in Jira and the Confluence pages will receive an Inline Jira Issue macro next to the text that was highlighted to create the issue.

      Confluence will display "Jira Links" at the top and reference the item in Jira.

      Actual Results

      A new Jira Issue is created in Jira but nothing is added to the Confluence page.

      Network logs display an error 409 for POST request to enpoint "/wiki/rest/highlighting/1.0/insert-storage-fragment".

      Workaround

      Upon publishing a new version of a page, perform some action like navigating to a different page and back, or simply refreshing the browser, before creating a Jira Issue from anywhere in this page.
