Unable to select a default status for a page created by an anonymous user

Issue Summary

Currently, it is not possible to select a default status for a page that was created by an anonymous user. 

Steps to Reproduce

1. As an anonymous user, create a page in a Confluence Cloud space that's being shared with Anonymous Access
2. Publish the page 
3. Now, log into the Confluence Cloud site 
4. Access the page that was just created by Anonymous, edit it, and select "Set page status"

Expected Results

The list with the default/suggested status should load. 

Actual Results

The list with the default/suggested status does not load. Instead, it is only possible to add a custom status.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
