Unable to publish new edits on a page after migrating from Confluence On Premises due to missing labels.

Issue Summary

When migrating from Confluence On-Premise to Cloud a label was corrupted showing:

Labels didn’t load. Refresh to try again.

The label value of the page gets corrupted and page can't be published

This is reproducible on Data Center: N/A

Steps to Reproduce

1. Migrate your content from On-Premise to Cloud
2. Open the page with the label value that goes corrupted
3. Open the draft
4. Add edits, remove content, change your page
5. Try to publish, or just close the draft
6. The page won't be published nor closed and it will spin indefinitely.

Expected Results

• Page to be published with the changes/updates

Actual Results

• The page won't be published nor closed and it will spin indefinitely.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
