Adding support for resolving server product links on linking platform.

Suggestion

Currently, linking platform only supports essentially resolving links that are on cloud and they don’t support resolving links to server products (eg app links).

It would be useful to also support for resolving server product links on linking platform.

Backgroud

At the moment, when you paste ticket link from server version, sometimes it takes a little second.
This is because when the user pastes the link is it will first attempt to resolve the link via our service but will return a 404 because it cannot be resolved.
If a jira link cannot be resolved as a smart link it will then fallback to attempt to load as a jira macro.
These steps sometimes take a bit time.

Therefore, if they will support server version, they don't need to take those steps and never take any times.
