Option for admins to disable "Welcome to Confluence" email

    Description

      When new users are invited to join Confluence they are sent a "Welcome to Confluence" email with "Meet your new collaborative workspace" and an option to "Explore Confluence" from info@e.atlassian.com. Allow admins the ability to disable these emails.
