Restrict Product Admin Role from Managing Apps

Currently, users with a Product Admin role have access to the 'Manage Apps' section. However, this access should be restricted. When they try to manage apps, the system shows the message "This is a list of apps requested by users including the number of requests per app. We ran into a little trouble. It might just be a hiccup. Try again in a bit." This message is unclear and can be confusing for users. Instead, the system should display a more informative message indicating that the Product Admins don't have permission to manage apps.
