Email notifications about archived pages are sent to former (unlicensed) page's owners

Issue Summary

The owner of a page who is no longer part of an org (removed from Users directory - Unlicensed user) receives an email notification when the page they used to own is archived.

Steps to Reproduce

1. Create a page as User A
2. Remove User A from site (no longer part of org)
3. As User B (admin) archive the page

Expected Results

User A does not receive an email notification about this page being archived.

Actual Results

User A receives an email notification about the archived page and can see the name of User B who performed the action.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available.
