Issue Summary

Team calendar is not displaying the time for events in the format configured, i.e. if 12-hr is confirmed it still shows in 24-hr format. E.g if you add an event at midnight when your config is 12-hr it will still show 00:00

Steps to Reproduce

1. Go to General settings in Confluence (the cog on right side of the screen) >Data Management > Team Calendar ( https://xxxxx/wiki/admin/teamcalendars )
2. Configure the Display time setting to 24hr 
3. Go to a calendar
4. Add an event, and note that you are given the times in 24hr format
5. When the event is added, it displays in 24hr format both in calendar view and event view
6. Change the display time setting to 12-hr
7. Go to a calendar
8. Add an event, and note that you are given the times in 12hr format
9. When the event is added, it still displays in 24-hr format both in calendar view and event view (see image below)

1. go to  your profile, choose Manage Account and change to the Account Preferences tab
2. Change Time zone to Greenwich(this was done to test if the timezone setting affects the display)
3. Add an event, and note that you are given the times in 24hr format
4. When the event is added, it still displays in 24hr format both in calendar view and event view (see image below)

Expected Results

The time to display in the format per the configuration of the team calendars, i.e. to display the time during event creation and after creating in the correct format.

Actual Results

The time on the events is displayed in the event view in 24-hr format irrespective of Calendar display setting or Profile timezone setting

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
