Add new trigger "When Question is Created" based in Questions for Confluence

Customers using Questions for Confluence would like to be able to trigger Confluence Automation rules when new questions are asked.

Example of Use Case:
When a user asks a Question in Confluence and selects a specific topic (tag), an automation rule should get triggered to send notifications to an MS Teams channel.
