Steps to Reproduce

1. Create an Anchor link with heading.
2. Create an Anchor link without heading.
3. The Anchor with heading loads faster (albeit perhaps not to the exact correct position).
4. The Anchor without heading loads comparatively slower.

Expected Results

The Anchor without heading should load within the same time as the Anchor with heading.

Actual Results

The Anchor with heading loads faster compared to Anchor without heading.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
