Issue Summary

The location button in a new legacy editor page isn't working 

Steps to Reproduce

1. Create a new page and click on the Location button to select where the page should be placed.

Expected Results

The location button should allow you to select where the page should be placed.

Actual Results

Clicking the button does nothing. It does show a loading circle briefly when clicked the first time, but subsequent clicks do nothing. 

Workaround

Publish the page and use the Move page or Drag and drop option to change the page location
