Not all links are fixed by Links Migration Service in Confluence

Issue Summary

After Links Migration Service jobs are completed as successful, an analysis or verification by customer throws up broken links in Confluence of the same type that were assumed to be fixed by Links Migration Service. It appears some links are skipped when fixing even though the pattern of those links is the same.

Steps to Reproduce

1. Run Links Migration Service jobs for link fixing
2. Run legacy scripts to check if any links are still broken, OR ask for customer's verification of links
3. Some links are left unfixed

Expected Results

All links are fixed

Actual Results

Several links are left unfixed

Workaround

1. Re-run Links Migration Service job (needs confirmation)
2. Run legacy scripts to fix balance links
