Issue Summary
Anchor links built from the "copy link" tiny links won't jump to the heading and take you to the top of the page instead.
Note: The links from Page Info and the LINK icon are generated in a /wiki/x format. This bug is not about those, but the links generated from the Share dialog. These are in the /l/cp format.

Steps to Reproduce
- Visit a page in Confluence with headings. Copy an anchor link.
- Click the blue Share button and Copy link.
- Now, create an anchor link using the tiny link. (Example: https://SITE-URL.atlassian.net/l/cp/qWdo2HPM#Heading-1)
- Navigate to that URL from a new tab.
Expected Results
It should take you directly to that heading. It works if you try the same using the full page URL or a tiny link in wiki/x format.
Actual Results
Instead, it will take you to the page, but it doesn't direct you to the heading.
Workaround
Use the wiki/x format of the link, which you can get by using the LINK button instead:
