Exporting a page to PDF initially results in a blank export subsequent exports contain expected content

Issue Summary

Exporting a page to PDF initially results in a blank export, subsequent exports without any changes made to the page or settings contain the expected content.

Steps to Reproduce

1. Access a page
2. Export the page to PDF
3. Open the PDF 
4. Exported PDF is blank

Note: Currently this has been observed where a PDF stylesheet is present in the space, and therefore the export is using the v1 PDF export engine.

Expected Results

The exported PDF file should contain the content of the page.

Actual Results

The exported PDF file doesn't contain any content.

Workaround

Retry the export.
