Page error we've hit a snag if clicking in a heading link for the table of contents macro if heading contains % and there is a an excerpt macro anywhere in the page

Issue Summary

It is possible to add excerpt macros and use headings to use it with the table of contents on the same page without issues.

However, if the headings in the page contain a % in the heading, upon clicking on the heading in the table of contents, and the page contains an excerpt macro, there is a message "we have hit a snag"

Steps to Reproduce

1. Create a Confluence page
2. Add an excerpt macro
3. Add a table of contents macro
4. Add some headings on the page
5. For one of the headings, make sure to have a % in the title, e.g: Heading % 2
6. Publish the page
7. Click on the heading without the %
8. Click on the heading with %

Expected Results

All headings work without any issues when clicking on their links in the table of contents macro.

Actual Results

The page throws an error "we have hit a snag" although navigation works without issues.

Workaround

Remove the % from the heading or remove the excerpt macro from the page, as it works without any issues if there is no excerpt macro on the page, even if the headings have %.
