Issue Summary

When a space is being shared through Anonymous Access and the anonymous users tries to create or edit a page that's using Legacy editor, the page won't be published.

Steps to Reproduce

1. Enable Anonymous Access at the Global Permissions page then open a space to anonymous users by granting the permission to Add Pages
2. As a anonymous user, access the space
3. Hit the Create button and select the Legacy Editor Template, or edit any existing page that's using the Legacy Editor Template
4. Try to publish the page that's using the Legacy Editor Template

Expected Results

The page using Legacy editor should be published by an anonymous user. 

Actual Results

The page using Legacy editor cannot be published by an anonymous user.  

Workaround

Using the New editor the anonymous users should be able to publish pages.
