Labels set in Default Space Content template are not added to homepage of new spaces

Issue Summary

Labels set in the Default Space Content template are not added to the homepage of new spaces.

Steps to Reproduce

1. Edit Global Templates and Blueprints
2. Edit the Default Space Content
3. Add a label
4. Create a new Space
5. The new space doesn't have the label added to the home page of the space.

Expected Results

The home page of the new space should have the label added to it.

Actual Results

1. The new space doesn't have the label added to the home page of the space.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
