Issue Summary

'Deactivated' and 'Unlicensed' guest users when deactivated get listed under Individual Users section instead of Guest User section in Space permissions

Steps to Reproduce

1. Add a guest user and give him access to a space.
2. When we check the space permissions of that space, we see the guest user names appears in the Guest user section.
3. After the guest user has been deactivated or has been suspended, their names comes under Individual users instead of Guest Users

Expected Results

The names should appear in Guest user section even though they have been deactivated or suspended.

Actual Results

The name comes under Individual Users section.
