Issue Summary

After creating a Jira issue from a Whiteboard element, it is possible to choose the "Display format". However, changing it to "display URL" will make it impossible to update it to "Inline" or "Embed".

This is reproducible on Data Center: No

Steps to Reproduce

1. Create a Whiteboard
2. Add an element (Shape, sticky note)
3. Add some text and select "Create a Jira issue"
4. Once created, select the display format to "Display URL"
5. Try to change the display format back to "Embed" or "Inline"

Expected Results

Display options menu is still presented

Actual Results

Jira issue is converted to text, and toolbar changes to the text formatting toolbar without an option to change the display format

Workaround

Undo the action using the "Undo" shortcut (Command + Z on macOS; Ctrl + Z on Windows)
