On a public page, the Panels macro only renders if one of the default emojis is inserted

      Issue Summary

      When a page that's being shared through a public link contains an Info Panel macro, the macro will not render for read-only users unless one of the default emojis and the default color is inserted. 

      Steps to Reproduce

      1. Create a page and add a Info Panel macro
      2. Share the page with a Public Link
      3. Access the page through its Public Link 

      Expected Results

      The Info Panel macro should render with or without an emoji that's not the default one.

      Actual Results

      The Info Panel macro only renders when one of the default emojis is selected. Instead of the macro, you see a ‘You don’t have access to see this content’ message.

      Workaround

      Currently, the workaround would be selecting one of the default emojis and keep the default color (info, tip, note, or warning).
