Currently, there is no possible way to communicate with all end users of Confluence via email. Like, you cannot broadcast an email to all the end users to inform them of something that the admins would like to inform.

A similar feature is available in Jira Software

Currently, the only workaround we have is:

In order to email all Confluence end users, you'll need to export a list of users from Confluence and then import that list into an email client like Outlook or Gmail. The following steps will guide you through this process:

Step 1: Export a list of Confluence users

      1. Access User Management: Log in to your Confluence Cloud instance as an administrator. Then, navigate to Site administration > Users.
      1. Select the users to export: Use the filters and search bar to narrow down the list of users you want to export. Once you've selected the users, click on the Export button.
      1. Choose the export format: Select CSV (Comma Separated Values) as the export format. This will create a file that can be easily imported into an email client.
      1. Download the CSV file:* Click on the *Download button to download the CSV file containing the list of Confluence users.

Step 2: Import the user list into an email client

      1. Open your email client: Open your preferred email client, such as Outlook or Gmail.
      1. Create a new email: Start a new email message and address it to all Confluence users. You can leave the subject line blank or add a brief message.
      1. Import the CSV file:* In your email client, locate the *To: field and click on the Add CC/BCC or Cc button. Select Import from CSV or Import contacts from the options.
      1. *Choose the CSV file:* Select the CSV file you exported from Confluence in the previous step.
      1. Verify the imported contacts: Once the CSV file is imported, verify that the email addresses of all Confluence users are visible in the To: or Cc fields.
      1. Compose and send the email: Compose your message to the Confluence users and click on the Send button to deliver the email to all recipients.

Implementing such Jira Software-like feature on Confluence cloud would be benificial.
