Issue Summary

Space import fails if the exported space includes archived pages and it is exported by a non-site-admin user.

Steps to Reproduce

1. Archive a page
2. Export the space in CSV format by a non-site-admin user
   • https://<your domain>.atlassian.net/wiki/spaces/exportspacecsv.action?key=<space key>
3. Import the exported file
   • https://<your domain>.atlassian.net/wiki/admin/importspace/importconfluencespace.action

Expected Results

Space import should finish successfully

Actual Results

It fails due to the following error.
ERROR: insert or update on table "spaces" violates foreign key constraint "fkj4cu5838aqcbw57wy7ckt0t7o"

Workaround

Export the space with a site-admin user.
