Provide an ability to configure the zoom values for the media viewer

At the moment, when media is attached to a Confluence page, the zoom values get calculated automatically when a user tries to view it based on the browser window's dimensions.

It would be good to have the ability to set the default values of the media viewer since users know best how to present the attachments that they have on their Confluence pages, especially for PDF files.
