Issue Summary

The user gets an "Ask your admin to restore it" message in his profile when he tries to create personal space.

Steps to Reproduce

1. Disable personal space creation permission for any specific group( say confluence-users in Global permissions in Confluence settings).
2. Now when any user under the confluence-users group tries to create a personal space he will get an "Ask your admin to restore it" message in his profile. (Screenshot 1 ).

Expected Results

The message should not be available or it should mention the reason more accurately.

Actual Results

The user is getting an incorrect message when he tries to create his personal space.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
