Allow the option to enable keyboard shortcuts with/without function keys

      Allow keyboard shortcuts to be used with function keys or just the letter, currently, if you have two screens and have a Confluence page on one screen and you are typing in a different window, the keyboard shortcuts affect the Confluence page that you have open.
