Guests added to a space get permission to add/edit pages, attachments, and comments. According to What can guests see and do on Confluence:

By default, guests will have the following space permission settings.

You can't change the default settings. You have to go into the space settings and change the guest space permissions individually.

Suggestion

Provide a way to change the default space permissions for guest users.
