Issue Summary

Monolith has no detectors for missing emails altogether causing problems when code changes stop sending emails.

Steps to Reproduce

1. Update class functions to not behave properly with email expectations for create publish flow.
2. Create page emails stop sending to users

Expected Results

We should be alerted of breaking code changes

Actual Results

No emails are sent and we need users or staff to alert us
