Org admin role should not entail the usage of a user licence

Assigning a user with the role of org admin shouldn't imply consuming one licence for each product activated. As you increase your portfolio, it is more common that a user “managing resources” doesn't need to make use of many of these resources. From the user paying the bills, it is a waste of money. Of course these are small quantities, negligible for large teams, but for small teams or start-ups, just starting to grow, it is a pity.
