Issue Summary

Images next to headers on pages using legacy are shown in Table of Contents macros. 

Steps to Reproduce

1. Create a page using the Legacy editor.
2. Insert a Table of Contents macro.
3. Insert a header and an image next to the header.
4. Click on the image and from the toolbar on the top select one of the Heading formats i.e. Header 1, Header 2,...

Expected Results

Images next to headers are not to be shown.

Actual Results

Images are shown in the Table of Contents macro and disrupt its look.

Workaround

Converting the pages to the new editor solves the issue.
