Issue Summary

In legacy editor template, the table controls are not being frozen while scrolling down the rows of a long table. Users have to squint really hard or scroll around until no text obscures the controls. 

Steps to Reproduce

1. Open a new page using legacy editor template in Confluence
2. Create a long table with content in it and publish it
3. Edit it again and click inside the table to use the table controls/ settings
4. scroll down the table

Expected Results

The table controls should be frozen on the top of the page allowing the users to select one of the controls to edit a row

Actual Results

Instead the controls/ settings override the table row content making them very hard to use

Workaround

The controls disappear while clicking outside the table, however it gets difficult on pages with a lot of text, where users can’t scroll to a white background to select a control to edit a row.
