Release notes can only be created if you have a Confluence instance and a Jira instance on the same site as stated here.

It would be useful if Release Notes could be created in a Confluence instance that is on another site. The reason behind this requirement is there are some Jira and Confluence instances in the same organization yet in different sites that are used for tracking the same projects.
