Issue Summary

If a site/product admin is restricted from viewing/editing a unpublished draft. They will not be able to use the admin key to bypass the restrictions

Steps to Reproduce

1. User create draft and add restrictions so only User A can view
2. Product/Site Admin attempt to use Admin Key to access unpublished draft

Expected Results

Product/Site Admin should be able to access the unpublished draft

Actual Results

The Product/Site Admin is able to briefly see the page and then is returned to the restricted landing page. Attached video details the behavior

Workaround

Currently there are 2 known workarounds:

• Have draft owner add Product/Site Admin to the restrictions manually

OR

• Publish the draft and have site/product admin attempt to use admin key
