Ability for Admin to opt-out users from Daily Digest Notifications

Problem Definition

• By default when a user joins Confluence they are automatically opted-in into the Daily Digest notifications.

Suggested Solution

• Implement a feature for Admins to opt-out users from the Daily Digest Notifications

Why this is important

• Admins would like users to get notified as soon as an event happens in Confluence.

Workaround

• Users can manually unsubscribe from the Daily Digest from the user email settings (https://SITE.atlassian.net/wiki/users/viewmyemailsettings.action)
