Not Possible to Create/Retrieve Footer Comments on Custom Content in V2 API

Issue Summary

Steps to Reproduce

1. Use the V1 Content APIs to create and read footer comments on custom content
2. Try to do the same with V2 APIs

Expected Results

You should be able to create and read footer comments on custom content using the V2 APIs.

Actual Results

You are not able to create and read footer comments on custom content using the V2 APIs.

Workaround

Continue to use the V1 endpoints, which are deprecated. This is not a valid workaround for long, since these endpoints will soon no longer be accessible.
