Issue Summary

When an admin has transferred ownership of a page from the previous owner to their own admin account, no notification (email and in-app) is sent to the previous owner.

The admin will not receive a notification, as is currently expected. The admin is the user who makes the change and takes ownership of the page, so doesn't need to be notified.

Steps to Reproduce

1. As admin, access a page owned by another user
2. Change the page ownership to yourself
3. Have the previous owner check whether they have received notification of the change of ownership of the page.

Expected Results

A notification should have been sent to the previous owner.

Actual Results

No notification is being sent to the previous owner.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available.
