Issue Summary

Previously, guest users are receiving watch notifications for page changes. This used to work normally and was also working for all other types of notifications.

Steps to Reproduce

1. Invite a guest user to Confluence
2. Add the guest user as a watcher to a space/page
3. Publish a new revision of the page being watched by the guest user

Expected Results

Page change notification is sent to the guest user since they are watching the page/space

Actual Results

The guest user is not receiving any notifications at all regarding the latest change

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
