Issue Summary

Migrating spaces with CCMA will create duplicated labels for space categories

Steps to Reproduce

1. Create multiple spaces using the same label for category;
2. Migrate with CCMA

Expected Results

Labels are created only once in the "label" table and the same label is being mapped to all the spaces using it.

Actual Results

For each space that is imported, if they use the same label, a new label with the same name will be created and the category drop down in UI will include all the duplicates. Also, the content_label association is impacted as the content is mapped with duplicates.

Workaround

If remigration is possible, remigrate all spaces with this Dark Feature enabled: migration-assistant.enable.original-xml-export
