Issue Summary
Without editing permissions on a Confluence page, it is NOT possible to add images into inline comments, regardless of the permissions set to the user.
Steps to Reproduce
Given:
User A without editing permissions on a Confluence page
User B with editing permissions on a Confluence page
Expected Results
User A will be able to add images to an inline comment
User B wil be able to add images to an inline comment
Actual Results
User A will be NOT able to add images to an inline comment
User B wil be able to add images to an inline comment
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
