Issue Summary
- When impersonating a user, sometimes we are not able to create or edit pages, even though having the proper permission.
Steps to Reproduce
- Create a page and make sure that the user has the Add pages by either a group or individual permission.
- As a Site admin, log in as the the user.
- Visit the newly created page or another pages as well and try to edit it.
Expected Results
- Admin would be able to edit the page while impersonating the user.
Actual Results
- Admin is not able to edit the page and the UI says that the editing is restricted:

- This is intermittent as it works for some unrestricted pages and others doesn't.
Workaround
- Currently there is no known workaround for this behavior. A workaround will be added here when available
