Questions for Confluence Votes not working after S2C migration

      Issue Summary

      Questions that have been migrated from Server to Cloud will experience a behavior where their vote count will not update after an up/down vote.

      Steps to Reproduce

      1. Migrate Question from Server to Cloud environment
      2. Have User A upvote the question
      3. Have User B upvote the question
      4. Have User B refresh the page
      5. Vote will return to previous vote count

      Expected Results

      Votes should display correct count

      Actual Results

      The frontend grabs the up/down vote. The Backend doesn't process it. The UI will return to previous vote count.

      Workaround

      Recreate the Question.
