Currently, Guests don't circumvent IP allowlisting, so they have to originate from an allowed IP that means that guests, or external users who are not logged in to Confluence, cannot bypass the IP allowlist restrictions. They must originate from an IP address that is included in the allowed list to be able to access Confluence.
There should be a way to exclude Guests from the IP allowlist restriction because sometimes, it becomes difficult to have the IP address of all the guests when the external users are from different organizations.
