Unable to add labels to legacy templates

      Issue Summary

      When editing a template users are not able to add labels by clicking on the label icon.

      Steps to Reproduce

      1. Edit legacy template
      2. Click label icon

      Expected Results

      Should be able to add a label

      Actual Results

      No popup window appears

      Workaround

       https://community.atlassian.com/t5/Confluence-articles/Convert-your-old-templates-to-the-new-editor/ba-p/1477117 A user can convert their legacy template (as long as it does not have certain elements) to the current editor, where labels do work.
