Issue Summary

Even with the General keyboard shortcuts disabled, pressing c opens a new draft and e edit the page, etc.

This issue was fixed in https://jira.atlassian.com/browse/CONFCLOUD-65898 but had to be reverted since we received a lot of 401 errors.

Environment

Confluence cloud

Steps to Reproduce

1. Choose the help icon  from the navigation bar near your profile picture, then choose Keyboard Shortcuts.
2. Select General
3. Uncheck Enable General Shortcuts

Expected Results

General Shortcut keys are now disabled

Actual Results

All General Shortcuts still work such as 'w' to watch a page and 'm' to comment.
