Issue Summary

While it is expected that Guest users would be unable to export Spaces, page export to PDF should be able to be exported, if the user has view access to it.

Right now, guest users are unable to export pages to PDF, while exporting pages to word works.

Steps to Reproduce

1. Create a page in Confluence
2. Invite a Guest user to a space
3. Grant space permissions to see pages to the Guest
4. Logged as the Guest user, go to a page where you can view it
5. Try to export to word
6. Try to export to PDF

Expected Results

Export to PDF is successful.

Actual Results

Message appears instead of the download page:
"You've stumbled on restricted content
Only some people can view this. If you think you should have access, try asking the person who sent you here for help."

Workaround

Export page to word should work, or exporting the page to PDF through the browser print option > Save as PDF.
