Ability to turn on/off copy link to the heading button

      Issue Summary:

      Confluence automatically creates a link to each heading.

      Steps to Reproduce:

      1. Create a heading in a Confluence page.
      2. Hover over the heading with the mouse.
      3. A "Clip to Copy Link" option will appear.

      Expected Results:

      Users should have the ability to turn on or off the automatic link creation feature for headings in the space settings.
