Advanced roadmap macro loads repeatedly for users without a Jira Software license

Issue Summary

Users without a Jira Software license cannot view the plans in the Advanced Roadmap feature. When adding this macro to a Confluence page, the macro spins repeatedly and never shows an error message.

This makes users believe they should be able to see the content in the macro, but it just failed to load.

There's a bug ticket with Jira as well: JSWCLOUD-23976

Steps to Reproduce

1. Add the advanced roadmaps for Jira plan macro on a page.
2. Remove Jira Software access from a user.
3. Leave them with JWM license.
4. Visit the page with the macro.

Expected Results

The macro should display an error message saying that the user doesn't have permission to view it.

Actual Results

The macro spins repeatedly and never loads.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
