Images coming from the include page macro are not always loaded for anonymous users

Issue Summary

If a page has an include page macro, the images inside that macro will not always load for anonymous users.

The issue doesn't happen when they access the original pages.

Steps to Reproduce

1. Create a page and add images to it.
2. Create a new page and add the include page macro to it.
3. In the include page macro, add the first page to it.
4. Try to access the page in incognito.

Remember to open the site and space for anonymous access.

Expected Results

The images should load.

Actual Results

Images not always load. It keeps spinning repeatedly:

Workaround

Users can click on the images and they will appear.
OR
They can access the original page instead.
